FISA doesn't exist to spy on enemies. It exists to spy on those in government in order to control them. Civil libertarians were called kooks for saying this after 9/11. Our elected officials don't run anything. Unelected fascists like Brennan and Clapper do.

I've heard of a lot of shite, that I wasn't supposed to, but I never heard of anything called the Hammer. As far as ONI, they would have zero call in that. Waaay above their pay grade. ONI are info analysts, CSS are hunter gatherers, and very hush hush.

My hope is that Graham will bring Rogers into a closed session of the Judiciary Committee, and let Rogers spill the beans. Rogers may be one of the critical linchpins, because honestly the NSA/DIA/CSS knows where the bodies are buried. They see and hear everything. It just makes me want to rotflmao thinking that the FBI and Obama/Clinton political hacks would think they would get away with communicating on Govt hardware and overseas communicating. If they thought that the NSA would play along, they were sadly misinformed. Most of those people are military, and not political hacks, and have always had a disdain for civilian oversight and meddling.
