This is all by design. SF's Mayor and City Council want it this way. On election day they just bus these people to polling places to vote D while promising free services.

I had family go to SF recently. Said the bums were everywhere. Saw one actively shitting in the street. And if you don’t give them money they scream at you and follow you around. Not a nice place to live or visit
