Had a Rottweiler for 13 years, never had an issue with him. Then again, we were responsible dog owners and didn't leave him outside on a chain in the heat like most dumbass owners.
Hell, I know someone who had a German Shepherd that was mean AF. Had to be put down at 4.
I do think most mean dogs are mostly created by the owner, but I think it's important to go with a breeder that treats their animals as domestic pets instead of guard dogs or something like that. I believe there is a genetic design for survival, and if an animal is treated poorly and then procreates, their offspring will have a similar design. No matter how hard you try as an owner the dog is ruined from the beginning. Just my $.02.
