Can someone explain to me why food stamps can be used on non-essentials?

I mean really give me a reason. Is there a lobbying effort behind it from places like WalMart? Is it because no one thought about it at the beginning and now no one wants to be the bad guy?
I'm just so confused by it.
Why can food stamps buy 2 liters of Mountain Dew? Why can someone who is supposed to be feeding their family with food stamps paid for by other citizens allowed to use those food stamps on family sized boxes of twinkies?
It just seems so logical, considering our national debt and obesity epidemic, that we would limit the options to fruit, vegetables, pasta, rice, milk, water, meat, eggs, diapers, formula, etc.
I feel like I'm taking crazy pills. Have any politicians from either party really pushed this idea before?

For the record, I'm not a republican or democrat and have voted both sides of the aisle (as well as independent).
It just seems like a common sense solution. I'm confused why it hasn't become a politician's rallying cry.

Its not just that. Its the strain on medical costs and infrastructure due to fat and unhealthy poor people. And that bill is high.

The crawfish and crab legs are what piss me off the most.
A gas station I frequent has everything labeled that can be purchased with EBT throughout the store. Certain packs of gum are allowed while others aren't and it's always made me wonder why. Are gum companies striking deals at a state level or something
