Wrong. The Dems don't need precedent. They don't even need it to be legal. Exercise your damn power just like the law is written! This wouldn't even be new. It already has precedent.

It only authorizes the wall to built in areas that are controlled by liberals and gives them veto power over it and basically makes children into human shields to prevent deportation of adults.

True, but he can use the funded money for Rio Grande area funded by the bill only and declare a National Emergency that covers entire border.
