Trump knows how big of a deal this is. This way it looks like they left him no choice but to call an emergency.

To show the Dems will not compromise. This way Trump looks rational and level-headed before making such a huge move like declaring an emergency.
He’s putting the Dems on the spot. They said “open the govt. so we can negotiate”. He told them they have 3 weeks.
