Capitulation isn’t negotiation. He’s still got to find a position that will move the needle in the negotiations. They still don’t have to give him money for anything. The President still doesn’t control appropriations. He’s given himself three weeks to fulfill a promise on something that he doesn’t control.

Not quite like that. She will agree to some sections of wall based upon where it is recommended by the experts, but won't likely (and should never) agree to a wall which splits the continent.
I think the Democrats will want a permanent deal on the DACA people, not just a delay. The DACA people are Trump's hostages, just like the government workers. The deal will be to take away Trump's hostages. Then he will have to go out and take new hostages. What Trump should practice in the meantime is how to exert leverage without threatening various groups of people. He acts like a gangster and people are getting tired of it.
