I drove in BR post-Katrina and grew up driving down Essen every day. Both were hellacious experiences that I survived.

2. Proportionally distribute Federal road funds to States by Interstate-mile.

Bernhard is smart, he knows he'd profit multiple ways from this...
1) Handle the "studies".
2) Agree on a loan for X dollars at Y percent up to a hard limit. Anything over that limit is financed at a much higher percentage, as we all know it will go over budget.
3) Employ his new company/colleagues to build it
4) Get the city to agree to a fixed fee for a number of years afterwards.

Seems to me that almost any major investment bank or conglomerate of banks would finance a project like this if it were to be paid back by tolls.
