If fixing the issues are not difficult and he did not fix the issues over 8 years, then he was certainly not capable of doing the job of president.

He looks more to me like a guy that is jonesing for something.
With a normal guy in normal (or normally abonormal) life, I'd say he needs a drink or a hit of coke or meth, or whatever it is.

There's nothing wrong with Chicago if you're a Democrat Politician, why would you want to "fix" it?
Huge population of stupid people, dependent on government generating millions in tax revenue.
Further, the city has made a habit of turning its back on corruption, making it a great place to launder money.
Further further, the populations idiocy ensures two Senators and a slew of Representatives will be sent to Washington annually as well as guaranteed Electoral votes for whoever is running as the Democrat.
From a Politicians' point of view, Chicago is perfect.
