Best smoker for less than $400?

Preferably for Texas-style brisket but I am of course interested in other meats.
Should note that this would mostly be for smaller cookouts. 12-15 people at the absolute most.

Are the bullet shaped smokers as good as smokers that are offset? I’m just now getting into this and always thought the offset ones were more...I don’t know - legit?

A nice offset would probably produce a better product. But they're more expensive and from my understanding harder to use.
For your price range, it would be hard to beat the WSM. Its my first non-electric smoker and it's been pretty fantastic. Extremely easy to use as well.

Yep. Also have one. For the price he's looking to spend, can't beat it. Puts out great food.
He will have an issue getting a packer on there but it is possible.

For a $400 price range I agree with these guys.
Another $150 will get you a Green Mountain Daniel Boone, and it's tough to argue with the value you get there. But I understand that's 35ish% over your budget.

An offset requires constant attention and a largish supply of wood. A Weber Smokey Mountain will be pretty much set it and forget it, use charcoal with a bit of wood for flavor, and the food will taste great.
Does an offset produce better food? Marginally, but probably not noticable except to those with very discerning palates. An offset does however take a lot more work to produce that slightly better food, which means you won't cook on it nearly as often as you would the Smokey Mountain.

Not gonna be an issue at all with a 22" WSM. Might have to put a wood chunk underneath it if on an 18.5.

I did an ~11.5 lb packer on my 18.5 last week and it was a pretty tight fit, but it fit and came out great.

WSM is hard to beat for versatility and price. It will also hold temps crazy good especially with the SS door from Cajun Bandit. The aluminum ones from the factory can leak air like hell. My 22 was my first smoker and I still use it for all my chicken smoking. It makes the best wings and smoked chicken.
ETA Pro tip it says dont use lump but you can just get a spare grate for the fire ring and criss cross the 2 grates. This keeps the lump from falling through.

I've had a Weber Smokey mountain for years. I love it. But I recently splurged, and bought myself a Louisiana Grills pellet smoker. These things are badass. Straight up set it and forget it.
Some people complain and say the smoke isn't heavy enough. And I like that it's not always heavy. That's why I bought an A-Maze-N pellet smoker to go with it.
Just put these bad boys in 15 minutes ago. The trey on the left is lit on one end. It'll smolder for the next 8-12 hours, and give it a lot of extra smoke. It's perfect when cooking smoking that you want a lot of smoke cooking. But if you're doing ribs, it comes out perfectly smoked.
Mine was $600 with 700 in² of cooking space. Though if I had to do it again, I'd get a Green Mountain. If you want a cheap, portable one, the GM Davey Crockett is a great option thats in your price range.
I'd recommend looking into them, and maybe putting off your purchase and saving up an extra hundred or so. It's much easier and more versatile than a wsm.

I have the 22, and wish I'd gone with the 18.5. It's so damn big, I used it less than I planned. It's not often I need to cook 6 pork butts at the same time.
Though I could be talking out of my arse, and they may be need about the same amount of coal.
Hell, if the OP is near Mobile, is sell him mine. Since I got my pellet grill, it's just been sitting in my Attic.
