Minor league baseball part of the Texas Collegiate League. Team name was just announced.

It's a wooden bat summer league for college players. There's a team in Youngsville called the Acadiana Cane Cutters. Stallings and Russell Reynolds pitched for them one summer from LSU.

How are these leagues financed? Are they simply not paying players because of their amateur status and therefore only need to pay umps and field rentals?

Usually they are kind of like a vanity endeavor by some local rich guy that's always wanted to own a baseball team. Some leagues are more "minor league-y" and some are more just places for guys to play.
There is a team in the Northwoods league that gets 6000 people per game.
ETA: The Northwoods league will have something like 22 teams next year.

Or work with BREC to build a new decent field. Doesn't have to seat more than a few hundred probably.

You could probably get a local high school to host them.
How's Catholic High's field?

Probably so.
I coached at Lee for a few years, but we never played those schools, so I don't know. Probably decent enough though.
