DLauw, your right he didn't go after the girl for that deer at all. But ldwf just had to do a basic investigation is all to make sure it was legit. No fines or fees were assessed. Hard enough pill to swallow when you take a $15-20k hit on a breeder buck.

Is a whitetail deer considered livestock and not wildlife? If not, you are comparing apples and oranges.

but a buck that lived its life in a fenced area had very little pressure. if you know that was an high fenced buck that you are shooting outside fence... i mean i would probably pull the trigger but its kinda gay.

This is an absurd argument because the difference between catching a cow and catching a deer is night and day. Sure some high fence are super tame, but for the most part good luck catching a high fence buck.
There's no way you could fine or charge someone for shooting a high fence deer outside of the fence. I have never looked at a buck for any sort of collar or tags.
If I'm buck hunting I usually take a quick count of tines on one side, look at their height and mass, and maybe their spread.
I'm not doing a neck and ear check ever. Bow hunting is a little different as you sometimes have time as you are waiting for them to get closer and they are also within 50 yards. But rifle hunting if a buck is at 150+ yards I'm not worried about doing a full body inspection.

this sorta happened several years ago, but didn't get out a fence just traveled too far. story is one of Cenacs breeder bucks ended up on public land. ole lockport baw caught a glimpse of him and it was over before it started. lol.

So is the same owner responsible for when said deer escapes from the high fence, crosses a road, and runs in front of a car killing a mother and her two kids?

I didn't see no tag officer. That hole in its ear is probably from some poor bastard with buck fever.
