Name a coach that wants a QB starting who isn’t ready to play

I'm going to need a little more breakdown.
Sounds like he wants to be developed and wasn't getting that here
Impossible to know for sure without insider knowledge, but this is a reasonable take, and I can see why he might think this-- right or wrong.
He acknowledges they had packages for him to play. I've seen the speculation on here that these packages were just him running the wildcat... Not sure if true. (he did have a similar # of pass attempts in last scrimmage as everyone, but that's not definitive either and may have been designed that way to lead all QBs to feel footing was equal.) If his actual packages seemed more run heavy than the plays he ran during the scrimmage, he might've felt that he was being pushed into a gimmick, change of pace, wildcat role instead of being in contention to be groomed as a proper starter.
The coaches may have viewed the same packages as a way to get his feet wet and give him time to grow into a broader role. He might've felt it threatened to marginalize him. It's all speculation.

Maybe he was told, or under the impression for a couple of years, that he and Brennan would battle for the job leading up to the ‘18 season.
Suddenly, Burrow enters the picture and he’s getting most of the reps. The other 3 are fighting for scraps. He wasn’t getting the reps in practice, so he thinks he didn’t have a chance to develop.

No it doesn’t. Sounds like he’s not ready to play at the level that LSU needs or the coaches want him to at this time and someone else on the roster was.
They're not mutually exclusive.
You should play the best QB, no one is suggesting otherwise, including Narcisee. You also want to get better and get the reps required to do that. If you're 3rd string behind guys with 2 and 3 years of eligibility left, you probably aren't going to get those reps and that attention.
Both can be true.

They were trying to do this, but NCAA didn't like the choice.

If you listened to the actual interview you'd know he wanted to be viewed as more than simply a wildcat guy. He also said he and the coaches were going in different directions.
Extrapolating that he didn't think he would get the development/attention he wanted seems pretty straightforward, no?

to get him to 8 wins or more. I think 8 is his magic number this year to keep the administration off his back
miles COULD get us 8 wins! or 9!
what a shitshow of epic proportions
O was supposed to WIN TITLES.

Definitely not this year, too much at stake!

It really comes down to this: In a “I want it, and I want it now” generation, Narcisse didn’t want to wait his turn.
Not a single intelligent person in ANY generation would stay in a situation they felt would hinder their development. That's an asinine take.
Posted on 8/15/18 at 12:15 pm to Covingtontiger77
That's why you recruit two QBs every year. Ask Southern Cal, ask Georgia.
Posted on 8/15/18 at 12:16 pm to Covingtontiger77
Narcisse wants to play now and wasn’t as ready as Burrow. It’s as simple as that. He did not want to have to wait.

At some point they have to attempt to develop a QB.
At some point you have to realize you have to wait your turn if you arent ready to play. Brennan seems to be ok with that.

Because the cherry picked comment in the OP isn't the only thing that Narcisse said about his decision.

O is feeling the heat.
Do you have any links to coaches that don't play QBs that are ready to play and give them the best chance to win vs a QB that is developing and "might be good" someday?

Brennan is also likely getting the 2nd most reps. "Waiting your turn" is a lot easier when you're getting the attention necessary to develop the way you want.
I'm not knocking the staff, there are only so many reps to go around, but criticizing Narcisse makes no sense either.

Yep, we need to hire a QB guru to the shadow staff. I wonder if Matt Flynn is interested? Just a thought.
What makes you think Matt Flynn is a qb guru from a coaching/analyst standpoint?

Well we're all fricking guessing when it all boils down. Don't know why my suggestion got so much heat.

Brennan's a better QB right now than Narcisse. How is Narcisse ever going to pass him if he doesn't get good QB instruction? It doesn't just magically happen because he wants it to happen.
