Probably Alexander or Ghengis. While people ruled over larger empires (the British empire in 1922 was the largest the world has ever seen, but nobody would argue that George V was one of the most powerful men who ever lived), Alexander and Genghis conquered, massively expanded their empires, were feared by people who might be next on their hit list, and were virtually unstoppable.

Genghis Khan was a fierce conquerer and immensely powerful, but Kublai Khan was in charge during the height of the empire and had power over more people.

The people that have wielded the most power on the earth are the people that recorded (sometimes truthfully & sometimes not) the history created by tmsny of the people mentioned.

You left out FDR. During WWII FDR had the type of power that would make a Roman Emperor blush

Kublai Khan was all powerful and he knew how to use it.
