I know a guy who got screwed out of bids for City/County work because he's a Light skinned hispanic man. All went to shite companies of color, who half were under investigation for fraud, not finishing work,shotty work,etc.
So he decided to play their game, and sold his company to his wife for a $1. And when she bid on work and didn't get it, she got a lawyer had them served, for not hiring female owned business and a minority female. They got scared, and she has enough work that they had to hire 3 more crews of guys!
We still laugh at how stupid these people using our tax dollars are.
Could of had a reputable company from start do the work, nope, lets piss it away on dumbasses.
City governments are a joke.

Heres a much better way to spend 300k...Hire a business school teacher to host a 10 week nights and weekend small business class for lower class/minorities etc. If you complete the program and submit a business plan which is approved by the business school teacher, you get a 10-20k grant. The top 2 students get a 50k grant.
More than half of the money will probably be wasted but out of all the applicants, you’ll probably end up with at least 2-3 fully functional minority owned businesses as opposed to 300k being flushed down the commode.
Obviously not spending this money in the first place is the responsible decision but if the money must be spent, why not try to at least attempt to have something to show for it?

Let me give you some OE from someone who spent a little over a decade working for a general contractor. When they say “diversity”, they really mean black owned businesses. #noshit
Example #1. There are a whole rash of businesses that solely exist to be pass through for minority quotas. In other words I need to buy 300 drainage structures. So i pay T-Pain & Assoc to purchase the structures for my site guy to install them. T-Pain charges a markup, of course (I’ve seen as high as 30%). Now here’s the kicker. T-Pain doesn’t have the equity to buy the stuff on credit, so i write Joint Checks to the supplier for the material. So T-Pain literally does absolutely nothing to collect his 30%.
Example #2. I once did work for a school board in a local parish. We had a diversity “goal” of 20% of the total project cost which was not a requirement. The way it was stated was “local and disadvantaged businesses”. We had a ton of documentation on who bid us on bid day and needless to say we weren’t anywhere close. Now we did some things to help, like got subs to buy materials from a local supplier, etc. I’m always about keeping business local wherever possible.
The kicker was I had to meet with a diversity consultant. I did my homework and had a plan together and presented that I’d hold a job fair to try to get local people hired by my subs. We actually were able to put some people to work, which was pretty cool. People that lived locally got to help build the school. Anyways, the consultant glossed over my proposal and started asking me for information about specific companies bids and why they weren’t selected. “It was important to hire local contractors.” Then I got a rash of calls from people wanting to send pricing that didn’t bid on bid day. They assumed we would be contacting them for our quota.
So once again, it isn’t about helping people, it’s about helping certain people.

If the study comes back and shows no finding of disparity will the mayor spend another $300k on a second study or even more until it produces the results she wants?

Exactly. Why is that the Diversity departments of many universities and companies are by and large composed of predominantly black women? There is so much more to true diversity than just race. It also encompasses gender, age, religion, sexual orientation, socio-economic status, to name only a few. However, to most blacks, it’s all about race.
