As illustrated earlier, tariff levels so high as to shut down imports altogether would score as 0% on a trade-weighted basis. Yet they clearly have an effect.

Well that's not measurable; it requires a counterfactual. And your approach is even more deficient. At least mine looks at stuff that IS being traded. I mean, we're talking about average rates of between 2-20%, depending on your measure or mine, and no one's even claiming that our proposed 25% across the board tariffs will shut down steel/aluminum trade completely. We still also import trucks to the tune of eleven digits every year, despite that 25% hit.

This is not a sound basis to reject either your simple average or my trade-weighted one.

ETA I just remembered: there is one way in which the trade-weighted basis is objectively superior. The fact that many products in NAFTA are duty free up to a quota. Not possible to consider that in the simple average.

Of course it is.

It's more or less a terms of trade corollary. Sector demand is calculable. Cost of domestic and foreign goods is calculable. Anticipated domestic preference is calculable. Differentials with and without barrier cost are calculable.

Those calculations serve as basis for tariffs.

you're describing an estimation not a measurement, and it's not even an estimate of the impact of the tariff itself

Right.

"Unilateral" in this instance is stupid hyperbole.

I thought we were talking about relative tariff rates

(As a distraction from our victim-playing after refusing lower tariffs under TPP, but still)

I'm about out of time until this evening, but I look forward to some more compelling arguments about how we've been stabbed in the back by this weak rogue political oaf who should totally not be taking umbrage at being accused of weakening our national security by trading with us

You can describe in great detail why an action that is unilateral by definition is not unilateral; I promise I'll be back soon
