Dog Breed Recommendations

Sister is getting a dog and I know I will spend a fair amount of time taking care of it. With that in mind, I would like to steer them towards an appropriate breed.
The dog will be inside 90% of the time. Looking for 2-3 walks a day. Shedding is somewhat ok, but I don’t think they want a dog that drools.
I should add, their House is 1650 sq foot and they do have fairly nice furniture.......

Save a dog's life. Adopt, don't shop.

Cavalier King Charles Spaniel
Great temperament, loves just hanging out and a couple walks a day he’s good. Funny as hell too. Never barks unless something is wrong.

Grew up with labs my entire life. Found a border collie under my deer stand and he caught me in a moment of weakness.
Hands down the best dog I have ever had, doesn't run, doesn't stink, doesn't bark, doesn't chew... he's short haired so he does shed but that is easily worth it.

Adopt a pit-mix from the shelter. Best dogs. 2-3 walks is perfect. Moderate shedders. Mine only drools while waiting for me to dish out his food.

If you want a small/medium dog, Corgis are awesome (incredibly expensive as puppies though).
Beware, however, that they're herding dogs and they act it. We spoiled him too much.
ETA:
I'll add that consider getting two dogs. I found this pit mix in my neighborhood, and it was one of the best decisions to keep him.
Both dogs love each other and they tire each other out.

For your particular prerequisites, I agree with the guy who said Saint Charles King Cavalier.
Don't get a stray from the pound if you have specific requirements (hopes).

But corgis are cute little suckers.

Labrador is the answer. couple walks a day, great temper, love people (kids), if there is a local dog park for off leash time.

If they don’t want a mutt once they decide on a breed look for local breed specific rescues
We have 2 Beagles, one abandoned & the other owner surrendered & they are awesome

Easy choice.

Beagles are easily accessible through rescue resources for adoption, there's so many of them.
The type of dog OP is looking for isn't going to be commonly found through those types of channels.

Beagles are probably too high energy. I don’t think their House has much of a yard. It’s a floor of a brownstone
