Minor League Baseball - Ridiculous New Rules

Looks like all extra innings will begin with a runner on 2nd base. Even in AAA ball. A complete farce in my opinion. I question the judgement of whoever made this decision.

Minor League Baseball today announced rule and procedure changes aimed at reducing the length of extra innings games and the number of mound visits during a game throughout Minor League Baseball. In addition, the Triple-A and Double-A levels will use a 15-second pitch clock with no runners on base.

EXTRA INNINGS
At all levels of Minor League Baseball, extra innings will begin with a runner on second base. The runner at second base will be the player in the batting order position previous to the leadoff batter of the inning (or a substitute for that player). By way of example, if the number five hitter in the batting order is due to lead off the 10th inning, the number four player in the batting order (or a pinch-runner for such player) shall begin the inning on second base. Any runner or batter removed from the game for a substitute shall be ineligible to return to the game, as is the case in all circumstances under the Official Baseball Rules.

How does that affect ERA?
This question is more impactful if this were a rule for the majors since ERA is one of the stats used in arbitration hearings, however you may feel about it's usefulness.
But I still feel like it's a relevant question.
ETA: I don't agree with just putting the runner on the base. Cutting time between pitches, whether by clock or enforcing the batter staying in the box, I'm all for.

This is going to kill my enjoyment of minor league baseball

I think some minor league levels have already experimented with starting with a runner on 2nd base in extra innings. It's a terrible rule. Pitch clock is a good rule. I don't mind mound visits being limited given the parameters
although the number of visits should be extended for games going into extra innings. But I do hate when managers make visits to the mound as a stalling tactic to get their bullpen ready. 6 visits in AAA, 8 in AA, and 10 in A ball is plenty for a 9 inning game

Visits by coaches and position players will be limited based on the classification level. Triple-A clubs will be allowed six (6) visits per team, Double-A clubs will be allowed eight (8) visits per team, Single-A clubs will be allowed 10 visits per team and there will not be a limit on mound visits for Short Season and Rookie-level clubs.

If ur going to put the runner out there, wait till 12th.
At least give them 3 innings, then put ur gimmick shite out there.

Baseball needs to stop going out of their way to appeal to people who don't like watching baseball.

Regarding book keeping, statistically how did that runner get on second base?

Baseball is one sport where the fans don't want you messing with it - a lot of purists out there. Hell people still bitch about the DH.
You can't make baseball more "time friendly" to the fan.
It's like Cricket, you either like it and have the time to watch or you don't.
The one thing I agree with is trying to curtail the excessive mound visits and stepping on and off the mound, scratching your head and crotch for 5 minutes between pitches.
Hitters want to hit while amped...pitchers use these stall tactics to irritate the batters.

I don’t like it. Especially putting a runner on 2nd in extra innings. I go to several minor league games a year, so I’ll see first hand if this improves the game.
