Yeah in practice these things don't go to Amazon or other big companies with demonstrated logistics competence. They go to some shitty middleman contractor who knows how to game the system and subcontract it out for a profit, then sue the government to extract a settlement when their contract gets cancelled. Here's the real effect, if you made the benefit the following:

A 5 lbs bag of rice
A 5 lbs bag of beans
A cheap protein
seasonal vegetables
seasonal fruits

I estimate the amount of people claiming the benefit would drop by half in the first year.

Does said system have the existing capacity to manage an influx of 1000's and 1000's of pounds of (assumedly) non-perishable food items and maintain their current level of productivity?

It's an efficient system, right? And increasing its funding to increase capacity should be a simple exercise.

How about enforcing what is allowable for purchase? This is going to take away from the local business. Good intentions, but I don't think this will be a good thing.

Holy shite, we should privatize hunger. That's a great idea. You could like give people a medium of exchange they could use to acquire food. All they would have to do is perform some sort of service or generate some kind of good in exchange for it. What would you call something like that?

Wouldn't it be easier to restrict certain purchases with the cards?

The technology has been around for years. Most HSA cards have it.

I think if awards were dropped by about 20% then a lot of the frivolous spending and fraud would sort itself out. The reason why you see so much bullshite going on with the program is because folks are getting way more money than they need.

Already happens in very small amounts

Look at "COMMODITY SUPPLEMENTAL FOOD PROGRAM"

Corrupt program admins hold back the best most desired items and give the unwanted items to the non democrats. I speak from experience going to get commodities with my grandmother growing up. There were items like cheese and rice left over but the canned fruit and cereal and peanut butter, juice and soup or stew or canned chicken or tuna was held back and given to certain people in amounts in excess to what the program allowed. I drove my grandmother so she would get there first every commodity distribution day and those sorry pieces of shite would tell her there was nothing left but rice beans and cheese.

Without major employee turn over and strict accounting this program will be the same. Sending directly to their address may work better though.

Anecdotal evidence here but I'm sure many people have stories like this

I was a struggling resident making less than minimum wage. Was coming off a night shift. Stopped into a Rite-Aid for a Red Bull to drink after I got some sleep. The two ladies in front of me buy a Big Shot soda and a bag of skittles. Paid with a Louisiana Purchase card. They walk outside and both get into a brand new sky blue Mercedes Benz C-Class. While I walk to my hand me down Jeep my parents gave me with my privately funded Red Bull.

I'm all for this move.

It is hard to get people off food stamps and welfare.

Once you start receiving assistance, you no longer have to budget for groceries. So once you start having income, it is hard to find the motivation to say "Wow I really need to turn in this purchase card so I can pay for my own groceries!". . . it is much easier to continue using that source of funding for groceries and spend your disposable income elsewhere.

It's allegedly a hunger program, not a give-a-away to food stores. I think Wal*Mart will live.
