Define approved foods, code them at the store level and block any purchases outside of that on the card.
ID every card user or no purchase.

Ok, so you don't want to use the postal service (even though the point is you wouldn't be "starting from scratch"). No one is married to using the postal service. There are a bunch of other systems that can be utilized. Or, you could be like Balty and insist they go to pick up their parcel. Plenty of models. Glad you like the idea, though, that's the key.

I don't think anyone is suggesting a 20lb sack of rice and a live pig here. You are probably looking at something non perishable and compact like an MRE - but I still thing card and food coding is the way to go.

Federalizing grocery stores and conscripting them to do the governments enforcement. That's much easier than just giving people food which is an impossible challenge, apparently.

I have thought this for years. I think the best solution would be "hotels" where people who need a place to live can stay. Cafeteria downstairs. Security to keep people who dont live there out.
Drug testing for all residents.
Maybe space for job training, medical clinics etc.
Im ok for helping someone who needs it but it should be spartan and for only a short period of time.
Screw those assholes who are 65 years old and never had a job.

eh, you are over simplifying things.
Either you are getting the government into the food production and distribution game (and exposing them to a tremendous amount of legal liability), or you just use modern tech to limit what people can buy from their local grocer with the ebt card.
