The Rationale for Chain Migration

There is a rational argument for chain migration, whether it's a good argument or not is debatable. Chain migration allows entire families to immigrate. People with families work harder, are less likely to commit crime and are generally productive members of society.

So, is their a place in the new immigration, skills-based policy for limited chain migration such as immediate family and minor children?

No reason for chain migration.

Chain Migration/Lottery/Anchor Babies all exist for one sole reason: Democrat Votes.

They are also less likely to send their money to Mexico or some other Central America country.

Spouse and children should be the cutoff. If you not being able to bring siblings, cousins, aunts, or whatever is a deal breaker then moving to America doesn't really mean that much to you.

We have immigration laws. Enforce them. If they are inadequate or outdated, then modify them. Chain migration should be a case-by-case basis only. Each family member should be interviewed, maybe give them a mental illness test.
Figure out a way to vet out the ones that could lose it.

The problem with this is that it's only coming up due to the resistance to DACA. It's a solution to a problem that didn't have to be created in the first place.

Along with that, it's being pushed mainly to LBJ the immigrant (primarily Latino-focused) vote.

The problem with chain migration is it is the classic case of taking something that could have been good and stretching it to the point that it fricks it up for everyone else...

I have no issue with a father legally immigrating to this country and being allowed to bring his wife and children with him, if it can be verified that they are indeed his wife and children...

After that, no one should be allowed on the "chain" and anyone providing false information should be deported immediately, along with everyone in their "chain"...

All this bring your aunts, grannies, uncles, cousins, etc, etc is absolute bullshite...

We should end chain migration and birthright citizenship for children of invaders right now - today, this instant if we could do it.

Otherwise, U.S. residency and ultimately citizenship are just ripe for the taking - literally invading rather than going through our proscribed legal channels is far more rewarding under this:

Invasion, anchor baby, chain migration, amnesty - scheme that the Dems have been pushing for over 50 years.

I think the same rationale should be used for following other laws. If one member of your family has a drivers license, the whole extended family should be able to drive. If one member has a concealed carry permit, the entire extended family should be good to pack. Makes sense to me. Anything short of that is just bringing back a form of Jim Crow laws, or "separate but equal". The only reason someone could be against that is because of their racism.

Given that Trump is a product of chair migration kinda blows your premise away.
