They probably wanted the poor guy to make it across. Or maybe not. The repercussions for them not killing him will probably be severe.

If I’m the soldier that was shooting (and missing) I cant my front site post and then complain loudly that the armorers poor workmanship prevented me from dispensing the Dear Leaders righteous justice to the cowardly deserter.

South Korea reported the defector had tapeworm and a variety of other issues.

Why would they want to kill a spy/infiltrator? Best way to set up operatives is to pretend to escape. We will hear from him later. Book it.
