That I get. Dogs bark. It's usually not a big deal.
That's why I feel odd complaining. But when I say non stop, I mean it.
I can't enjoy my patio, porch or any outdoor space. I can't work in my space.
I usually crank the radio up.

I’d find a way to bring it up next time I saw them if it was that bad. We have a good relationship with our neighbors (Even more so now after flooding last year). I’d try to avoid sounding like I’m complaing. Maybe ask if something was wrong with the dogs.

I went and told my neighbor how out of control it was and that it had to change. They got one of those dog whistle things and mainly keep it inside now.
Your only other legal choice (if he refuses to do anything) is to call the cops as that is disturbing the peace.

Train your animal. Get a bark collar. Make an effort. NOBODY, even animal lovers, wants to have to hear your dog bark all day. The dogs are just being dogs. You and your inconsiderate neighbor are the dumbshits.

My one dog has Tourette Syndrome. She’s trained. But just gets this feeling and has to bark.
Also, they stay inside mostly. But sometimes, when we let them out, they feel the need to communicate. Sometimes, it’s to let us know they are ready to come back in.
So no. We aren’t going to use a bark collar to stop that.

Ask your neighbor why he didn’t train his dogs. Ask yourself why you didn’t train yours. Next time the dog barks pick him up by his fricking ears while pinching the nerve that runs through it. The dog will scream/yelp bloody murder when you do it. But after a few of those he will stop barking for good.

I have a nuisance barking beagle. He has a shock collar. The day the battery runs out, he lets you know. It works great.
Don't get those humane collars with the ultrasonic or citronella. I wasted plenty of money on those. My mistake, your gain. Get the static shock kind.
For many dogs, you may never even need to change the battery, they get the picture right away and the behavior stops. Mine, no. He needs it operational at all times.
In addition to daily doses of flox and traz.
