Are house plans supposed to be difficult?

I am in the process of doing them. The person we chose to do them told us to bring him a set of plans that we like from a website he gave us. Is this normal protocol? He basically wants us to bring him a plan that we can rearrange. I was hoping for him to give us ideas. Am I missing something?

He is just trying to get a sense of what is important to y’all in a home.

It's easier to just copy other plans with stuff you like than coming up with stuff on your own. Much easier to convey what you want that way

Probably the easiest way for him to get a starting point on what y’all want. Much easier for you to see one and tell him what you want to change than to try to explain what you want.

Wife and I have what we want but decided to take out a bedroom that is on a plan. What’s the trouble is we are trying to have things line up so it doesn’t change the outside appearance of the house. I am wondering if I can rely on any ideas from what we bring him. If he can’t give any ideas, I should just draw it myself

If he's worth it just draw up some schematics that you want..
Open floor plan is so hot right now.
But seriously, come up with your ideal floor plan. Then figure out things like.... well maybe the plumbing should be on the same side for the upstairs pool as the kitchen.
Gonna need some good load bearing walls there too..

It seems kind a like he is trying to cheat...but honestly, I would hate to start trying to design a house completely from scratch....that shite would be maddening.

This is pretty standard. Most house plans are more or less standardized. You start looking at samples, pick a couple that have features you like as a jumping off point, you talk about what other things you might want that aren't in those plans, and they draw up a plan from that which you can critique.
House plans, on the surface, are fairly simple. They're basically just an exercise in space planning with a scaled drawing. However, the basic blue print is just the start. There will be lighting plans, HVAC, plumbing, roof structure, etc. You want someone who knows what they're doing, and it looks like you have that.
