Several weeks ago some white supremacist protested, other people counter-protested, shite got tense, one of the white supremacist dudes killed a chick when he decided to run his car into a crowd of people.... Now all of a sudden any type of law a white person makes is white supremacy.

Is she being racist without even knowing it?

In order for it to even be compared to white supremacy, the law would have to protect white people from other races right? The anti-looting law applies to anyone who is looting. You can be a 53 year old Indian woman or a 19 year old frat star, if you go on someone's property, without their approval and start taking shite, you will be dealt with appropriately.

But it's like she is saying since all the looters are black, the carceral state exist in order to protect the white man's property, by putting looters in jail.

If some meth head trash was looting property owned by black people, the same law would apply to them. That is not white supremacy, but what she is saying is communist. As if people who loot does not have as much as the people they loot from and since the people they loot from has more, looters should legally be able to take their shite.
