Affordable housing is an issue - especially with our subpar transit system.
But the areas with a lot of VRBO/AirbNb... let's be honest... they are not areas that would ever be known as a neighborhood that would have a lot of affordable housing.
Even if those rentals weren't driving up the cost.
Also, people like to lump VRBO and AirbNb together, but they really are quite different things. For example, her homestead exemption idea actually makes a bit of sense in the AirbNb world. AirbNb was never supposed to be about a house having a non-stop series of short term rentals... it was always about the occasional short term rental while the owner was away.
However... VRBO IS about property that is rarely used by the owner - and thus is ineligible for the homestead exemption in the first place.
She's making a few unforced errors here. This isn't the first time she's said something and had to correct it later on - and I have a feeling that's the case here.

This legit confuses the frick out of me. Hang with me for a minute:
1) Short term rentals drastically increase the demand for housing in NOLA.
2) A drastic increase in demand for housing increases the cost of living in the city.
3) The increase in cost of living in the city should absolutely lead to wealthier people living in the city.
So how the frick is crime getting worse? I understand the concerns with short term rentals hurting the traditional neighborhood in the area. But their increasing costs SHOULD lead to cutting down crime, yet they don't.
My best guess is that Section 8/projects remain unaffected by the increased costs of living in NOLA. The increased costs may actually be concentrating the criminals into certain areas.

crime was lowering UNTIL this year, fwiw
and STRs have been heavily regulated in the city for 6ish months now i believe
i just dont think we let the "system" play out long enough
id choose tourists who spend the majority of their time in the FQ over the traditional culture we have every other block here BUT apparently im in the minority with that viewpoint.

This...but only in the case of existing Sec 8. housing.
Charbonnet's plan is basically a way for city government to avoid building new Sec 8 neighborhoods/"projects" through the use of existing housing (which is currently being occupied by tourists vital to the city's economy).
ETA:
Pondering what factors may most greatly affect fluctuating property values re: "projects" made me a little.

I think it's the opposite, actually.
Crime has never been "low" but pre-Katrina it was pretty concentrated in the projects. With some projects being torn down and others having greatly reduced density, the number of section 8 housing has increased. And while not every area has section 8 housing... it's certainly more widespread than the projects.
I think that's why you are seeing more crime in more areas.

Of course. It's just like Obamacare subsidies. Prices may be skyrocketing... but all the increases are being borne by the government, not the individual.

A friend of mine lived in the Marquis condos on Poydras right after they opened and was paying $1500 a month. A month into his lease, the unit next to him was given to a section 8 family of four but they had 7-8 people living there. One night they had a party and a fight broke out and 2 guys crashed thru his condo wall.
He was able to get out of his lease shortly after that when 5 other units in his building went section 8. The condos were beautiful and now when I pass it going to Saints games it looks like the projects.

The exemption (not really a subsidy, but anyway) is just a relief from the government imposed increase in cost due to building codes and taxes on products/services used during construction.

Glad to see the NOLA politicians are tackling another important issue. Once they get these major issues out the way, addressing the crime and school system should be a walk in the park.
