If it can be proven he planned it ahead of time, yes. Especially if he had accomplices.
If, however, it turns out he was reacting to a mob threatening him, then no.

reports on the internet claim he is part of the crew he ran over. Not sure how that makes him a terrorist . I think it will come out that some hit his car with something to provoke him into doing this . If you watch the video of the car from behind they are throwing objects at his car when he is passing the people on the side of the road.

If a man kills another person out of greed or jealousy or anger, a human life is lost.
If a man kills another person for political purposes or political ends, a human life is lost.
I don't understand why we should create a separate legal paradigm for terrorism when we should prosecute them in the same manner as we do common criminals.

If he is a liberal Democrat negotiate and reduce charges and sentence him to probabation and rehabilitation treatment.
If he is a conservative Republican charge him with terrorist hate crime legislation and sentence him to the electric chair.

And just look how the sheople are starting to fall in line. The question in the OP, which I am beginning to hear more and more often, is chilling evidence that we are starting down that rabbit hole.

Many states have the death penalty for murder. The ones that don't have life without parole. All states and the federal courts have criminal conspiracy statutes that carry decades-long sentences if convicted.
I don't want the government enacting vague and overbroad laws expanding criminal conduct when we have sufficient laws on the books to deal with issues concerning terrorism.
