If you take the current crisis for example: China and North Korea -> Do they speak English when they talk diplomacy? That's sounds so weird.

How about South Korea and Japan?

Japan and China?

I imagine English or a series of translators.

Both of those countries despise one another, so I'm pretty damn confident they use translators who speak both languages. I don't think either of them want to be reminded of American imperialism using their language nor would they want to speak in the other's tongue. Granted they could get a lot across in writing since their characters are incredibly similar.

But many in Southeast Asia (Vietnam, Laos, Cambodia, Thailand) are multi lingual.

English.

English is the "international" language that is spoken ,or at least tried to be spoken, between people of different languages.
