I mean in a way the US Government (Army Corps) did flood NOLA during Katrina. There is tons of research and evidence supporting that the MRGO funnelling storm surge and degraded marsh as a result of the MRGO is what overwhelmed the levees.

In the 1920s the feds dynamited the levee at Canvaron (lower St Bernard / Plaquemines area) to relieve pressure.
So that we would never have to do that again, we got the Bonnet Carre spillway.
There are some levees in the midwest that have dynamite charges in them, that can be detonated to create holes to relieve pressure, because there really isn't a spillway system up there.
Idiots take those facts above and have thus decided the feds blew up levees in Katrina.
One of the real myths about Katrina was that it only flooded poor black areas. My white butt got 9 feet of water, and oil, in St. Bernard. Not to mention the entire gulf coast of MS.
