Katrina a setup by US government?

So I was looking up videos of the Saints after Katrina and found videos of people claiming that the government caused the levees to break by blowing them up to flood out the poor and bad areas in New Orleans like the 9th ward and other places. I have never heard of this before and apparently many people believe this was a setup by the US government. Of course I think it's a bunch of bull but what do you guys say particularly people who lived in NOLA during and after Katrina?

If that was the goal they failed miserably. New Orleans is just as crime driven as ever.

The US government also puts liquor stores in poor areas of town for the one reason to keep poors drunk and unproductive.
