As someone who lives in New Orleans, and who works in the Quarter.....this would be a giant waste of resources. There are literally hundreds of streets in this city that require more $$$.

A yard of concrete using white cement is about 5-6 times more than standard gray cement. Just seems like they would use a heavy slag mix (60% gray cement and 40% slag) and get a near white paved area.

If this is true, they will have to have multiple people on look out when work is not being done to make sure drunk morons don't injure themselves or frick up the work.
