How Would You Run A Country If Given The Following?

Lets say the following states broke off into its own country and you were picked to lead this new country:
California, Oregon, Washington, Idaho, Nevada and Arizona.
All the citizens would be removed. All the cities would be leveled, you would have it all in its natural state. It would be like it was before it was developed.
How would you raise money for the country, where would you establish a capital, etc?

First, the Lake Tahoe Basin would be its own national park.
Seattle is my main port of trade (closest port to the Asian markets). Portland is centrally located so it could be the main Naval base.
