Hmmm, there were 3 levels of mental retardation described by the medical community in 1917. They were idiots, imbeciles and morons. I'm not sure why morons were not banned in this Act. I guess they were on the high IQ end of tard.

Good thought. It would have been extremely destabilizing and who knows what affect this would have on the USA's effort in WW 2.
