Yeah I would think TN would be a bit above the rest due to having a few more marginally sophisticated areas, but maybe not.

It's around 11% statewide here. Mostly in native villages where school is basically babysitting.

Actually read the sources. The numbers are closers to 15%, and the study was from over a decade ago. Plus, they included households where English is not the first language. Alabama has large Hispanic, Vietnamese, and decently sized French-Creole, communities.
Plus, functionally illiterate is different from being fully illiterate.
