I try to abide by it when it's practical to do so but I certainly don't expect others to do it.

It isn't really feasible seeing as people need to be in the left lane, you know, to turn left off of the street.

If it's a surface street with left and right hand 90 degree turns, there isn't a passing lane IMO.

No. The reason that's a law on the interstate is because exits are mostly on the right. On regular roadways, you have a multitude of turning possibilities left or right.
Also, to those who praise the LAW of passing lanes but ignore the LAW of speed limits....stop using LAWS to back your arguments.

My approach is just common courtesy. That rear view mirror is for more than just backing up.
If I see someone coming up on me faster than I'm going and I'm able to get over, I do.
I don't really think it's any bigger than that. The whole "he things he owns the road" thing is just passive aggressive road rage.
I don't walk slow in front of faster walkers in a hallway. I don't do it on the street.

The irony of people who get mad if you are in the left lane on a city street is that they are the same drivers who get upset if you are in the right lane in front of them at a stop light and they want to turn right while you want to continue going straight.
These people have miserable lives and are probably in a rush to get home and beat their SOs.
