That's one of the reasons. Those oaks have large, extensive roots that are always growing. Sidewalk won't stay flat.

Ain't too many live oaks in the French Quarter. Those sidewalks are just as horrid as anywhere else. Next excuse.

Oak roots are terrible on the infrastructure in general. Streets, sidewalks, storm pipes, waterlines. Not only that, but you aren't allowed to touch them when repairing the streets. I've seen contractors have to adjust road grade to try to accommodate the roots, or saw cut curbs and pour a street around it. It's a pain in the arse.

While smooth sidewalks would be great, they need to to put a priority on the waterlines and storm pipes. Between leaks and old, cracked pipes,those lead to more street and sidewalk problems. There's a reason streets are collapsing. I'm pretty sure Louisiana doesn't have natural sinkholes like in Florida.

Half or more of the city was built on a swamp. Sinkage does not do much good for level roads and sidewalks and anything else made of concrete.

Add to that leaky pipes under much of that concrete, and you have a major issue.

It's not as simple as putting down new pavement. You basically need to tear up the entire pavement, replace all the leaky piping, and put down new pavement. Then, that only does so much good as natural sinkage does it's thing.

The city is doing complete streets replacements to fix the pipes and the concrete. It will cost billions, and we ain't exactly a city with lots of tax dollars.
