Where's the best place to live inside and outside the USA?

There's a tiny peninsula technically in the USA, because it's below the 48th parallel. But in order to get anywhere in the US, including schools for the kids, you have to go into Canada and back down into the US.
So, I'd pick that place and you could essentially be both inside and outside the USA at the same time.
