I don't know where this fits in, but if it weren't for TOPS I would have never attended LSU. I probably would have had to go to Nicholls.

it's an entitlement program for the middle class, a middle class that bitches about entitlement programs for the poor (EBT Cards, WIC, ect) and the rich/Corps (Film Credits, other credits).

Well at least those bitching about TOPS have some skin in the game because their tax dollars fund it. Unlike the other programs you listed that go to people that don't even pay taxes. I wouldn't bitch at all if that dipshit hadn't expanded Medicaid.

Are you fricking retarded? That is a waste of money. That is why tops is only open to students who go to public school. If you can afford private school you don't need tops.

Where did you get this from?

So, it's merit based. Do the work and earn it; we have too many handouts already.

I think that it should hinge more on GPA. Standardized tests are not always a good indicator. My daughter has over a 4.0 because of honors classes and has taken the ACT 3 times highest score is 24

So you're saying that unless this kid gets a $10K/year education there's no way they're getting a 26 on the ACT?

That's not what I'm saying, and you know that's not what I'm saying.

You know as well as I do that a kid that goes to a high end private school has more access to the tools necessary to score high on standardized tests. This is an undeniable fact. If you put that same kid in a school that's underfunded, understaffed, and poorly managed he or she may not have ever made that high test score.

I'm not saying poor kids at poor schools can not score a 26, only that is it far less common when compared to private schools.

One of two things is happening here. Either we are failing our youth by cutting corners and not giving them a chance at education. Or rich kids are inherently smarter.

Which do you believe is more true?

based on your argument, the entire program is a waste of money?

TOPS is a program meant to keep our top students in school here in LA (for a number of reasons), not populate open admissions colleges

Tops was an award program with very low requirements. That turned into a free year to play around in college for a bunch of people. Is it really an award if everyone nearly qualifies for it.

what does need have to do with anything?

Why are we creating more of a burden on tax payers to give people who really don't need assistance paying for college free money?

or let me throw this around. if you believe need is the basis, then our top unis need a higher level of student

It should be on a need basis. Would you give food stamps to someone who stays out of trouble, pays their taxes, volunteers on a regular basis, and could afford to pay for their own meals?

Just because someone has a 4.0 does not mean they are prepared for the ACT. The two are not directly related. Very few students score high only the ACT's without some sort of prep. It happens all the time. We can not continue to use the Will Hunting's of the world as the standard.

I don't know where this fits in, but I went to both schools. LSU and Nicholls, never got TOPS, and remember the cost not being that big of a jump transferring to LSU.

a 24 is relatively weak for a "4.0 in honors" student. it's 74th percentile on the current test
