If there's a decent current in that river, I'd think it's a channel marker dancing around and bring pushed under. The humps are waves from it breaking the water and then they disappear as its pushed back under. You can also see a widening water cone that looks like disrupted water.

Those big markers can be pushed under for long periods and then pop back up dancing around. Have been scared to death by several While kayaking the Missouri River.

If no decent current, that's not it.
