I'm leaning towards the cliché answers - Dylan, McCartney, Lennon, Paul Simon, Chuck Berry, and Smokey Robinson. Joni Mitchell, Carole King, Stevie Wonder, Brian Wilson, Leonard Cohen and that group making up the second tier.

Without question Dylan is the best lyricist.
However, songwriting involves much more than simply the words put to paper.
It's pretty hard to top McCartney and Lennon if we're discussing how famous, well-remembered, revered, and emulated, their material is, was, and shall be.
Their structures aren't exactly elaborate, but they are the blueprint for popular music.

Ryan Ross from Panic! At The Disco. He only wrote for their first two albums but go look at the complexity of the lyrics.
