Should YOU even be allowed to have children? (eugenics discussion)

A thread yesterday discussed why people would want children. Someone in the thread even suggested that people who don't want children are doing so because they have poor genetics. Which suggests that those who do have children are doing so because of ...strong genetics? Some here may think that their genes need to be passed on for the sake of humanity. So who here would be in favor of a test to determine strength of genetics before one is allowed to have children?
In Fantasy USA, who here would be in favor of this proposal?
-at age 21, you are given physical, psychological health and aptitude tests
-if you are deemed psychologically healthy (not a pedo or psychopath) you will be evaluated on whether you offer strong physical traits (can pass Ranger school type of stuff for men - lesser requirements for women), strong intellectual traits (above 110 IQ - "superior intelligence"), or both.
-Those who fall into any of those 3 categories are allowed to have as many children as they want. Those who do not, are allowed 1 child.
-If you don't possess any of those qualities then your mate must have a combination of both.
This may help to weed out people like the guy who started the thread about his service at Outback. And I think just in general there's good chance your kid won't amount to shite (just based on percentages) so this is a proposed control method.

Would be great if they just didn't allow people below a socio-economic line to have more than 2 kids.
They could help prevent that by stopping the government benefits from increasing after 2 kids and giving out free contraceptives on the street corners in the poor areas.

So you could be an unfit moron and have as many kids if you want as long as you were not prone to violent crime? And even if you were, as long as your partner was not and also had an average IQ, you are good to go?
I'm not for this, but if you're going to propose something so radical, at least set it up so that nearly every human on earth isn't included.

It's genetic diversity that creates advances and leaps forward in the human race. Genetic similarity produces strengths, but weaknesses as well.
Think of it this way... eugenics would produce a slow, steady climb upward in ability, species-wide for the human race. But opening the gene pool with interbreeding of different, diverse types of genes... will lead to more average people... and also... more geniuses and prodigies, with the capability of changing the game for the human race.
Eugenics seems great on the surface, but real change, in anything, comes from difference, not similarity.

Based on your reading comprehension, I think the physical tests might be your best bet towards unlimited reproduction capabilities.
