Leaf and Russell are by far the biggest two QB busts.

Toretta was like a 7th round pick, nobody thought he'd be good in the NFL and those people were right.

He was you classic "game manager" at Miami with a lot of talent around him.

Russell because he went No. 1 overall. If Leaf had gone No. 1 (even if Manning hypothetically wasn't in that draft), it'd probably be him, since his stats are even worse than JaMarcus'. If he was actually selected over Manning, it definitely would be him. But I'd still say Russell since he was actually first overall.
