From an individual player perceptive, Leaf was the bigger bust. He was hyped as much as Manning and could of easily been drafted 1st. He just didn't translate well at all to the NFL. He just flat out sucked compared to Russell who had a few moment as an average QB. I don't any QB will ever come close to Leaf's rookie season stats.

Leaf 98 1289 yds, 2 TD, 15 int (Dam son).

Its even worse because I believe the chargers were better than Russell's raiders.





From a draft pick perspective, Russell was a bigger bust. Hes only a slightly better than Leaf, but his legacy left on the raiders screwed them over for years. The alternatives in both drafts are

The raiders had a lot more draft alternatives than the chargers.

Final note, Leaf's contract actually took up more cap space than Jamarcus's contract. Russell took home more money because they expanded the salary cap.

Leaf was 15%
Russell was 11%

I'm sticking with leaf as the biggest bust.

Jamarcus Russell made Jon gruden quit. Jon gruden would make the playoffs with his Tampa bay team if he just beats Jamarcus Russell in the last game of the year. Jamarcus Russell beat Jon gruden preventing gruden to get to playoffs and gruden was fired.
