From an individual player perceptive, Leaf was the bigger bust. He was hyped as much as Manning and could of easily been drafted 1st. He just didn't translate well at all to the NFL. The raiders had a lot more draft alternatives than the chargers.
Final note, Leaf's contract actually took up more cap space than Jamarcus's contract. Russell took home more money because they expanded the salary cap.
Leaf was 15%
Russell was 11%
I'm sticking with leaf as the biggest bust.
