Awnold of course. He has the most charisma in cinema history imo too. He makes you cheer for him. Even despite his bad acting.
After him it's Willis, Gibson, Stallone, The Rock...etc.
The closest guy we have to Arnold today is Dwayne Johnson. As far as on screen charisma it's 1) Arnold 2) Johnson 3) Stallone 4) Everybody else. Johnson is a throwback. You want him to win. Even when he is the bad guy. He is just compelling on screen, the same way Arnold was.
What is strange is how on screen charisma seems to stem from their strength. When Johnson lost all that weight. His movies started to suck, badly. Then he got huge again. and all of a sudden he is one of the highest paid actors in Hollywood. Arnold's charisma started to wain as he got older and lost the physical presence he had always carried with him. Stallone has been able to keep it, mostly thanks to HGH.
Edit: Best action actor that no one ever notices is Karl Urban. He just hasn't had a ton of attention. I have no idea why either, dude is always good in an action flick.

Indisputably Arnold.
The Rock has been good lately but he lacks the iconic roles.
I'd argue that Tom Cruise is up there.

If I had to spend a day with any of them, Kurt Russell.

Arnold. No one else is in the #1 discussion, and he's probably in a tier all by himself.

It's Arnold.
Old school: Steve McQueen or Sean Connery.

Arnold and Stallone are 1 and 2. Charles Bronson might be 3.

Arnold for sure but Stallone is not far behind.

I think a case could be made for Cruise. Though most of Arnold's biggest roles were from before I was born so perhaps I'm biased.
