If Barry Bonds would have retired in 1998.. HOF?

If he would have said, "I'm done" rather than, "hand me the steroids."
3 MVP's, 8 All-Star games, 8 Gold Gloves, 411 HR, 445 Stolen Bases, .290 BA
Would he be in the Hall?
If so, why not vacate every season, 1999 and after, and then elect him on merit?

Yes, easily.
There are people already in with lesser accolades.

Of course. Bonds, along with Clemens were HOFers before steroids.

What kind of question is this? Bonds was named best player of the decade for the '90s by Sporting News Magazine. He is one of only nine players to win three MVPs. He is the first and only player to ever hit 400 home runs and steal 400 bases for his career. Bonds was easily a top 20 player of all-time and the best player of his generation before any of the steroid shenanigans.

Yes.
It does not work that way.
That being said, Barry Bonds will be the best baseball player I will ever see in my entire life. I want to put him in the Hall.

Yes, his pre-steroid stats are already good enough to put him in the top 2 or 3 position players of the last 30 years, seriously this is a guy who without steroids would've still been the first and only member of the 500/500 club and already was the only 400/400 guy. Prior to steroids he's basically a better baserunning slightly less power Willie Mays (and he'd have ended up just short of Mays in Homers in all likelihood).
