I think it more has to do with technical discussion that could be used to create items that fall under ITAR export controls. Talking about something is one thing but they are trying to eliminate technical discussion. Remember, the ATF got its arse handed to them on technical discussion when it came to the M855 thing. You could talk about an ACOG scope but you couldn't take one apart and post the parts and measurements. Pretty sure this proposal wouldn't pass constitutional muster anyways.
