Did David Ortiz out himself as a PED user?

As some know, Ortiz went on a rant via Jeter's new outlet for athletes to discuss topics of interest to them. However, did he out himself as a PED user?
What Ortiz said, "In some people’s minds, I will always be considered a cheater. And that’s bulls***. Mark my words: Nobody in MLB history has been tested for PEDs more than me. You know how many times I’ve been tested since 2004? More than 80. They say these tests are random. If it’s really random, I should start playing the damn lottery. Some people still think the testing is a joke. It’s no joke. Ten times a season these guys come into the clubhouse or my home with their briefcases. I have never failed a single one of those tests and I never will."

Now MLB rules:

Under the Joint Drug Agreement, all players are, at the outset anyway, tested twice a year. According to Section 3(A) of the JDA, your urine is tested (a) once in spring training; and (b) once randomly during the regular season.
In addition to those mandatory drug tests for all players, there are additional random ones set forth in section 3(A)(2). Specifically, (a) 3,200 urine specimen collections of randomly-selected players at unannounced times in-season; and (b) 350 urine specimen collections at unannounced times during each off-season.
So, what that means is 2-3 and, if you’re unlucky, four drug tests a year. Plus the new HGH blood tests, which happen once a year for all players, in spring training.

If neither of those is the case there is a third possibility, I guess: that Ortiz is being singled out by MLB for multiple times more testing than anyone else. If so, he should call his union rep immediately and file a grievance rather than spending his time writing editorials about how ho-hum all of this stepped-up drug testing he has been subjected to really is.

Just because you haven't failed a test doesn't mean you're clean. Lots of PEDs are taken during the offseason and are undetectable while testing is being done DURING the season.
The ONLY athletes that I am 100% certain are clean are those who undergo VADA testing.

MLB won't release what he technically tested for, and he wasn't suspended. He's been tested like a mofo and has been clean.
