What's your definition of protective? The guy was running not stealing the owner's purse.

It's not as if I suggested putting it down or even suing the people. Just get it on record that it happened and be done with it.

Like others said, I guess it depends on the owners. In all honesty, if you report it the dog is getting gassed. If that's within your personal opinions and beliefs, then great. If not, that's cool too. If the owners knew it was a POS dog, they shouldn't have been out in public. They also should've done a better job training it.
