I understand the owner is responsible for the dog but if they had it on a leash and the leash broke are they still liable?

I don't know that suing the owner is appropriate here but animal control should know about this incident no matter what the guy does with a lawyer. It's important that this dog have a documented history of biting a human should it continue to do it. There's a reason that in my work I am legally obligated to report bites when I know they've occurred.

Thank you. finally someone who gets it.

Running when a German Sheppard came off the leash and bit my wrist. Should I file a police report?

At best, maybe talk to the owner about keeping his a-hole dog in check. But really, as long as the bite didn't do any real damage, you should prolly just stop being a pussy and move on with your life.

It's up to the owner to have the animal properly restrained. obviously it wasn't

I understand wanting to be a tough guy but that approach sets a dangerous president. this dog needs to be on record in case its happened before or happens again.

Talk to the owners.

If they are nice and apologetic just ask them to pay for your doctor visit IF it drew blood/broke the skin badly. They have bacteria in their mouths that can get nasty in humans.

Thats it.

No need to bring the law into this unless they are piece of shite people.

So now it just needs to be on record, not put down. Got it.

... Like Eisenhower? He was a general, so I bet he was a pretty bad arse guy and could qualify as "dangerous."

Here's the real answer, OP:

If it is anything more than very minor, contact police, doctor, lawyer.

If it's minor, contact the owner and verify the dog is current on his shots.

Got to find the deep pockets. Solid strategy. Defective design or manufacturing of the leash and failure to warn. If you can prove gross negligence you can get treble collateral damages.
