The Council instead voted to schedule a workshop to look into building a new stadium in St. Petersburg.

I think the next city to get a franchise should be Vancouver. It makes sense being that they are outside of Seattle and there is only 1 Canadian team. Vancouver is one of a handful of Canadian cities that mirrors a large U.S. city. If it worked for years in Montreal, it can work in Vancouver.
Imagine had the strike of 1994 never occurred...Montreal was in the thick of a pennant chase and likely would have been the NL East winner -- maybe a Wildcard. Pedro Martinez, Larry Walker, Delino DeShields, Marquis Grissom, Moises Alou, etc. Also, Montreal traded away Randy Johnson and later the franchise served as a temporary stop for Bartolo Colon, all while giving up Cliff Lee, Brandon Phillips, Milton Bradley, Grady Sizemore, etc. They worked well up until then. Then, they became an attendance and overall MLB joke.
Anyway, Vancouver, San Antonio, or Charlotte would serve as great potential baseball cities. Las Vegas would not work.

Mexico City
But really should just be contracted. There aren't really any other viable options.
Maybe, maybe in Central Texas between Austin and San Antonio.
